Even in PVP speed is important. Gang is not going to sit and wait while you salvage t2 hulls Level 4 is a reasonable train. My utility char has had it to 5 for a long time, so the t2 salvagers were a welcome addition.

ahh I gotcha. So the "off racial" portion of a jammer just effects it's chance to jam a ship of that sensor type. So you can still jam a radar w/ a ladar, it just has a very small chance to do so. Makes sense, thanks for explaining that.
